Item 7: The Community Advisory Committee Recognition Awards were held.

 

Item 9 (c): Board Members were provided with copies of the agendas for the February, 2012 State SELPA meetings. Board Members were also provided with a copy of the February, 2012 State SELPA Committee summaries.

 

Item 9 (d)(1): Board Members were provided with a copy of a Pocket Budget 2012-13 document created by School Services of California.

 

Item 9 (e)(1): Board Members were provided with the Coalition for Adequate Funding for Special Education SELPA Administrators Bill List for February 2012.

 

Item 9 (f): Board Members were reminded of the Resource Fair to be held on March 20, 2012 at the Anaheim Union High School District office.

 

Item 10 (a): Board Members were updated on the potential impact of the 2012-13 budget on the GASELPA office.

 

Item 10 (b): Board Members were updated on the status of the GASELPA Personnel Policy.

January 18, 2012

 

The GASELPA Organizational Meeting was held and Officers were elected for 2012.

Item 8 (e)(1): Board Members were provided with a copy of Residency of Special Education Students – Wards and Dependents of the Juvenile Court from Schools Legal Services.

Item 8 (f)(1): Board Members were reminded that the CAC recognition Awards Night will be held on February 15, 2012, during the GASELPA monthly Board Meeting.

Item 8 (f)(2): Board Members were provided with a flier for the upcoming CAC Resource Fair to be held March 20, 2012.

Item 9 (a): Board Members received a presentation on an overview of the GASELPA Budget.

Item 9 (b): Board Members were informed of the status of the GASELPA Personnel Policy.

December 14, 2011

 

Item 7 (c): Board Members were provided with copies of the agendas for the December 2011 State SELPA meetings. Board Members were also provided with copies of the December, 2011 State SELPA Committee summaries.

 

Item 7 (d): Board Members were reminded of the possibility of 1.5% across the board federal budget cut that could include federal funding for special education.

 

Item 7 (e)(1): Board Members were provided with the Coalition for Adequate Funding for Special Education Preliminary Bill List for December, 2011.

 

Item 7 (f)(1): Board Members were provided with a copy of the CAC Recognition Awards flier and reminded that the event will be held on February 15, 2012 at the Magnolia School District Office.

 

Item 7 (f)(2): Board Members were informed of the success of the CAC Parent Workshop, Behavior and Social Skills, that took place on November 17th.

 

Item 7 (g): Board Members were informed of the status of the Special Education Self Review (SESR).

 

Item 7 (h): Board Members were informed of the recognition of all SELPA employees that took place on December 2nd in celebration of the Day of the Special Educator.

 

Item 8 (a): Board Members were provided with a copy of the California Department of Education’s guidelines on Fund 10 (SELPA Pass-Through Revenues).

 

Item 8 (b): Board Members were informed of the status of the GASELPA Personnel Policy.

Item 7 (f): Board Members were informed of the plan to hold the 2011-12 CAC Recognition Awards during the February, 2012 GASELPA Board Meeting, which is tentatively scheduled for February 15, 2012.

 

Item 7 (g): Board Members were informed of the status of the Special Education Self Review (SESR).

 

Item 8 (a): Board Members were provided with an update on the 2010-11 Annual Audit conducted by Vavrinek, Trine, Day and Company.

 

Item 8 (b): Board Members were provided with a revised copy of the GASELPA Director of Business Operations’ job description.

 

Item 8 (c): Board Members were provided with a draft copy of the 2012 GASELPA Board Meeting dates.

 

Item 8 (d): Board Members were provided with a listing of the current GASELPA Board Member term dates.

Item 8 (e): Board Members were informed of the status of the GASELPA Personnel Policy.

 

Items 9 and 10: Board Members took action on personnel items, warrants, purchase orders, and contracts. Regarding Item 10 (a): a Public Hearing was held to address the revision of the 2010-11 Annual Service Plan.

Item 7 (d)(1): Board Members were informed of the current status of the transfer of Mental Health Services (formerly known as AB 3632) from County Mental Health Agencies to School Districts and SELPAs.

 

Item 7 (e)(1): Board Members were provided with the Coalition for Adequate Funding for Special Education Preliminary Bill List for September 2, 2011.

 

Item 7 (f): Board Members were provided with the 2011-12 CAC Calendar.

 

Item 7 (g): Board Members were informed of the status of the Special Education Self Review (SESR).

 

Item 7 (h): Board Members were given a presentation on the new GASELPA Procedural Manual.

Item 7 (c): Board Members were provided with copies of the agendas for the June, 2011 State SELPA meetings. Board Members were also provided with a copy of the June, 2011 State SELPA Committee summaries.

 

Item 7 (d)(1): Board Members were provided with a memo that outlines Governor Brown’s proposal—pending approval of the State Budget—to transfer the responsibilities of AB 3632 from County Mental Health agencies to School Districts.

 

Item 7 (e)(1): Board Members were provided with the Coalition for Adequate Funding for Special Education Preliminary Bill List for May 27, 2011.

 

Item 7 (f): Board Members were informed of the CAC Parent Input meeting that was held on June 8, 2011, and the plan to develop and implement a Parent Workshop in the fall on the new Special Education Information System (SEIS).

 

Item 8 (a): Board Members were provided with a draft copy of a newly developed GASELPA Personnel Policy.

Items 9 and 10: Board Members took action on personnel items, warrants, purchase orders, contracts, and the 2011-12 GASELPA Budget. Board Members also took action on BP 3113(a)—Fund Balance Policy—which establishes Fund 10 for SELPA pass-through funds.

 

Item 11 (a): Board Members went into closed session to discuss personnel information and the Executive Director’s evaluation process.

Item 7 (d): Board Members were informed of federal budget reductions including a 0.2% across the board cut that includes Title I and IDEA..

 

Item 7 (e)(1): Board Members were provided with the Coalition for Adequate Funding for Special Education Preliminary Bill List for May, 2011.

 

Item 7 (f): Board Members were informed of the rescheduling of the CAC Representative meeting from May 10, 2011 to June 7, 2011 in order to plan for a required parent input meeting as part of the Special Education Self Review process.

 

Item 7 (g): Board Members were informed of the Special Education Self Review process.

 

Item 8 (a): Board Members were provided with a copy of a notice from the California Department of Education that describes a new requirement for reporting and accounting of SELPA funds.

 

Item 8 (b): Board Members were informed that for the 2011-12 school year the GASELPA will be required to use the Standard Account Code Structure (SACS) reporting and accounting system.

 

Item 8 (c)(1): Board Members were provided with a draft copy of the GASELPA Fund Balance Policy.

 

Item 8 (d): Board Members were provided with draft copies of the revised GASELPA letterhead and business cards.

 

Item 8 (e): Board Members were provided with a copy of the GASELPA Priorities and Goals.

Item 7 (d)(1): Board Members were provided with a document that outlines how funding to school districts is deferred and a second document that shows the percentage of funding school districts will receive through the deferral process.


Item 7 (e)(1): Board Members were provided with the Coalition for Adequate Funding for Special Education Bill Report for April, 2011.


Item 7 (f)(2): Board Members were provided with an update on AB 3632 that explains the potential funding that will be allocated to SELPAs for the 2010-11 school year.


Item 7 (g)(1): Board Members were provided with an update on the success of the Parent Resource Fair held on March 22, 2011 at AUHSD.

Item 7 (d)(2): Board Members were provided with an update on AB 3632 that explains the agreement between school districts and Orange County Health Care Agency to continue mental health services for the remainder of the 2010-11 school year.

Item 7 (e)(1): Board Members were reminded of the upcoming Parent Resource Fair to be held on March 22, 2011 at AUHSD.

Item 8 (a): A presentation entitled Blended Services: Interventions for All Students was presented to Board Members.

Item 8 (b): Board Members discussed the meeting date for the April, 2011 Board meeting.

Item 7 (d)(1): Board Members were provided with a memo from the Coalition for Adequate Funding for Special Education that summarizes Governor’s 2011-12 Budget Proposal including his proposal to fund AB 3632 (medically related mental health services).

Item 7 (e)(1): Board Members were provided with a copy of the nomination form for the CAC Recognition Award.

Item 7 (e)(2): Board Members were provided with a flier for the upcoming CAC Parent Resource Fair.

Item 7 (f): Board Members were provided with a copy of the GASELPA Executive Director’s SELPA Priorities for the 2010-11 school year with highlighted key areas of focus.
